Typically, if you are buying a business and leasing the space, the landlord will charge you for the build-out (often over time - within the lease period). The situation you describe appears to be different - it's an existing build out (presumably paid for by the previous owner). I'd suggest that this is a negotiable item. My best advice is to talk to a lawyer who specializes in asset sales and/or restaurant buy-outs.
